I'm an EMT, and one of the first things we're taught is that we can't refuse treatment to anyone, under any circumstances save for situations where doing so would risk your own lives. Anybody in the health care system with the ability to treat a patient doesn't have the right to refuse help. Hospital espeically can't. Whether the patient has documentation or not, whether the patiend is an illegal resident, whether the patient can pay, anybody who comes to a hospital has a right to medical treatment (one of the reasons why California is shutting down hospitals is because we get so many illegal immigrants who don't identify themselves and who don't pay).
Of course, that's in emergency cases. I'm not sure if the same rules apply to someone who goes to a family practicioner because he/she is sick. But in any emergency case in this nation, you cannot withhold medical treatment. It's a felony.
