It isn't being censored. Sony and Shift Up are doing this on their own, not in response to any activists. Whether or not they should or should not make the change is debatable, but it isn't censorship.
It's not really censorship as the Hard R wasn't anything intentional. The Hard graffiti appears throughout the game, this one just happened to be placed next the the R Shop sign.
