It happens close to the end of the game. I'm pretty sure its an event that you have to see, so there's no way to miss it if you play through it.

Well, if you're in the cell now,

just pick up the food you get and give it back to Johnny by throwing it out of the cell. I think you need to do it three times before the cutscene starts.
