Outrun 2006 if you're talking permanently. If you mean temporarily, it happens at least once every Steam sale. This time it happened to War for Cybertron. This isn't true, it often happens for single player games that they "run out of keys". They just don't bother giving you the actual key for most singler player only games because it's the mechanism that ties the game to Steam.
