Not particularly, but John Stewart isn't known for making Air Force themed constructs and Reverse-Flash tends to fight more viciously than The Flash. Aside from the whip, Catwoman's Injustice 1 moveset fits Cheetah perfectly.
On that note, I wish Grodd had his voice from JL:TAS. His growly voice sounds so lame.
I just hope it isn't like 3 MK characters. With 9 DLC dudes, i can accept Sub-Zero, but no more than that.

She's the only non Batman female villain, Wonder Woman is getting pushed hard right now and she's part of the super villain team that's in the game. Signs point to actual character for my tastes.
Remember last game had Killer Frost just to make up numbers.

With NRS' over-use of guest characters, I'm guessing 4 guest characters and 5 DC characters.
I wouldn't pre-order digitally until Sony does one of the spend $100, get $15 promos.

That's still a stretch and you know it, the idea is it's a Cheetah alt using Wonder Woman's lasso? Okay then.
It's no more outlandish to me than John Stewart using Hal's constructs. You know just as well as I do that NRS isn't going to give John unique constructs. He's technically just a skin, and he used Hal's constructs in the first game.
Also, from a traditional alignment standpoint and not the injustice universe, there's 15 heroes and 12 villains on that list. I imagine the last 3 that haven't leaked are all villains
I was, but then the I found out some of the characters from the list who would play the exact same as other characters were costumes only, so I'm cautiously back in.

We all forget how with MKX the sudden addition of the random slot changed the prediction game when it expanded the select screen
My bold prediction is that Cheetah and Mr. Freeze are in fact separate characters,bringing the base roster count to 30 and then Darkseid as the final 31st -- accounting for the 31 spaces on the website

Give Captain Cold access to the weapons of all the dead Rogues in his special moves -- something that wouldnt fit Mr. Freeze at all.
Make Freeze much bulkier and more tech-based, basically Lex Luthor's inheritor

Freeze is quite a bit larger than Cold. Freeze is in a big bulky suit, Cold is just some guy in a parka. Unless they go old school Freeze, but who wants that?

I could see Cheetah being a separate character, but I'm just not entirely convinced at the moment. It's definitely possible, especially if Catwoman was reworked to be more gadget-based with bolas and caltrops. Cheetah could be the more vicious, "feral" character with Mileena style biting attacks.
A 4chan user who claims to have worked on the mobile version of Injustice 2 posted a list in December that appears to be legitimate.

I think every villain confirmed or 'leaked' have been Secret Society members except for Atrocitus (a very new addition) and Brainiac (who appears to be doing his own thing). And yes many/most villains have been in the Society at some point BUT all the newcomers like Grodd, Poison Ivy, Scarecrow and Cold have been prominent repeat Secret Society members. And Cheetah very much fits the bill there too.

Scarecrow was in the background of a stage in the original, it doesn't seem like they really care if he's truly "dead" or not.
Also Scarecrow was a character I really wanted in the game. So it's cool.
