Wrongo. This season has been generally better, and is really starting to get interesting. It took it awhile, but it's back into a very interesting groove.
You seem to believe that your love of Fox Sitcoms and 24 means that it should be the highest rated network on television. There are various reasons why this is not the case, outside of the anamolies that are American Idol and most shows which procede from American Idol.
1. Fox has no franchises other than Idol.
It's true; they've got no long-standing drama series to fall back on.
2. Sitcoms do not get big ratings nowadays.
In a television society built on the procedural crime drama and reality television, Fox has only sitcoms to fall back on, and generally mismanages a bulk of them. Only 24 is a big successful Drama hit for them, and even its ratings are never anything super-spectacular.
3. The World Series
It boosts their ratings, but it also means their shows launch 1-2 months late, which gives them less momentum throughout the year.

I know that you seem to care not about popularity and just think what you like is the best (See: Hogan), but I think that Fox hasn't had a good primetime lineup in years, and really is 4th best. They have NOTHING new coming out of this season outside of House. They've got the one big hit, and it's only a hit because of Idol; it was ignored at the beginning of the season. Fox needs to get its act in gear.
