My dad bought a 12 pack of soda from a mom and pop store. To his surprise they charged 20 cents crv per can. He tried arguing that crv should be 5 cents on the can but the owner wouldnt hear it.

Can stores change how much they charge for crv? If not, is there a hotline you can call to report this?

It should be 5 cents, 10 cents if they're 24 oz. cans.
