Is this a legit email

I found this email in my Spam folder today. There was a red banner at the top that says it might not be from who it says. I put in the URL and it looks like Pay Pal, but that doesn't mean much.

We recently noticed one or more attempts to log in to your paypal account
from a foreign IP address.

If you recently accessed your account while traveling, the unusual log in
attempts may have been initiated by you. However, if you did not initiate
the log ins, please visit paypal as soon as possible to verify your
identity:
This link is walid for 48 hours.
If you do not verify your information we will make your account limited and
will start an investigation.

I thought it might be real, since someone stole my credit card number and tried to send money through Pay Pal, but I'm not sure.

Don't ever respond to things like this. It's paypal's problem if your account gets hacked. You only increase your chances of being duped if you respond to seemingly-legit emails like this one.

When my account got hacked paypal didn't notify me. I found out when I logged in and they had already put unauthorized transactions on hold and gave me only limited access. Some fucker from The Netherlands hacked into it and spent around $220. Paypal refunded me all the money in a week.

My credit card company said that whoever had my credit card number had tried to send $100 through Pay Pal, but it was blocked. Because of that, I thought there might be a slight chance that that was real email from them.
 
Shouldn't Paypal have baisicly a form letter for these types of things, I highly doubt that a company that's been in buisness as long as Pay Pal has would have the word "Walid" on a form letter...
 
If you hover your mouse over the link while in your email client, it should display the actual URL (probably at the bottom).

As opposed to the displayed URL, which in this case is probably completely different.

If not, no offense, but you must be really fucking stupid to even suspect that's legit. Like the millions of other idiots who fall for e-mail scams.
