I've got the Touch Dic(tionary)

This is the Korea-only version. It has different packaging from the Japanese dic but I don't know how the software differs. Its pretty disappointing in that its limited and you can't add words, but it functions great as a basic Korean, Japanese, Chinese, english translator assuming you know what the symbols are and how to input them. Its also Korean instructions so you can't really do the tutorial stuff. In terms of price point it was just as expensive as a korean-english dictionary device if you buy a DS, but its only $50 for the cartridge.

Do Korean DS games get official translations?

No the dic was a special case. Its usually always Japanese, but they have the odd US version. As far as I know games are made with Japanese, English, and Euro options. Chinese I guess for whatever Nintendo made for China.
