So, Joe Murray did Rocko's Modern Life and Camp Lazlo. I can vouch for his personal geniality and professional commitment. Network executives aren't currently creative, though, it's a bad financial time to create an animated show with competent animation, kids networks are shifting to live-action, and so on. They have rejected a lot of his pitches.
He put out a book that's great for the animators here (and has sold well for that sort of thing). http://astore.amazon.com/joemurraystud-20/detail/0823033074
For you general public, he used Kickstarter to get a pilot going. (Disclaimer: I contributed. I don't KNOW know him, though.) John Kricfalusi and others have tried this, but the technology and necessary fame might be there for this project to work. http://joemurraystudio.com/blog/?p=2679
"One week from today on March 11, we will premiere KaboingTV.
We will premiere a new episode of 'Frog In A Suit' each Friday from March 11 to March 25 and then see where it goes from there. It will be a work in progress,, sort of like when Disneyland first opened and there were things breaking down and high heels getting stuck in newly laid asphalt,, but oh well.
Im hoping that KaboingTV creates a platform for cartoon creators to take their cartoons directly to the people. It will take a lot of work, and additional funding from viewers. We will not be starting out with any funding from the outside, or from advertising or subscriptions. Since these cartoons were produced with the funding from 'the people' ( Kickstarter backers) I feel it should be 'out there' for the people. But to make further episodes, I need a viewer to step up and drop some money in the hat. Take a moment and pledge for new cartoons, or to keep the site going. Tell your friends about it,, put links on your facebook page,.
It will up to us to make this happen.

I believe he's doing a lot of the animation and students are doing the rest for practice and lower fees (correct me if I'm wrong). So, these aren't Korean 5-year olds churning out garbage.
I just checked back in after a while of not paying attention, but I think the model is essentially a public-commissioned series. He makes the show, people wait. People watch the show, he looks for advertisement and grant revenue. People donate, he waits. He gets enough money to start a new miniseries, and people wait.
It's also supposed to be a "channel." Shorts and other series will pop up on it. From pure charity, he had enough for 3 full episodes that'll show up on the 11th, 18th, and 25th.
Oh, and if you need further reason to sympathize for a fantastic television animation animator and Nice Person, read this: http://joemurraystudio.com/blog/?p=2482 His life's kind of sucked.
