He did turn it on without the HDD, it got safe mode to work (when he couldn't get into safe mode using the power button). Popped the HDD back in and it fixed itself.

Yeah. A couple mods have requested this recently. Apparently, a million people quote a troll post or something offensive, and the mods are lucky to get one PM. They'd rather the offending post get less attention and the offending poster reported quicker.
