Yeah I loved that series and that costume kicks ass, dunno why it gets shit on so much. Taskmaster also ended up being by far my best MVC3 character which was a nice surprise.

My guess is Ultron and Sigma are each playable, separate characters but an unplayable boss is Ultron-Σ.

To be fair I think people initially said red flag to mvc3 lupinko leak when he had no Mega Man, no Frank West (who was in the shadows for teased characters), and talked details about viper's and phoenix's abilities.

The fact they farmed out 3 to Spark Unlimited after the first two were internally developed suggests to me they were just about ready to be done with the series, unless 3 somehow sold really well. I think one of the financial reports mentioned that 3 underperformed, so it's probably super dead.
