Yes. The crystal on Reach could warp time and space, but the ODST that was tagging along with Chief, Sarge and crew destroyed it. And the Spartan isn't Kelly, unless Bungie/Team Ninja decided to change her number (Kelly is Spartan-087). The artifact in Ilovebees could also warp time (as it threw Durga back to our time), so it's possible that this spartan simply discovered/activated another Forerunner artifact and traveled back in time. (Yes, I'm a big Halo geek)

Or...maybe it's just a cosplayer.

There actually are other Spartans but as far as Master Chief knows, the rest all got wiped out on a planet called Reach if I remember correctly. No wait, a select few lived, but MC doesn't know about. It's actually a plot line that Bungie could use in Halo 3 if they chose to.

MC does know. Dr. Hasley ran off with Kelly. MC left for Earth from Covenant space with Linda, Will, and Fred at the end of First Strike. 2 other spartans were elsewhere on secret missions during the attack on Reach/Halo 1/First Strike. Leaving a total of 7 Spartans known to be alive (at least in the books).

I actually jumped the gun because I ignored the first number; the last two are identical to her call sign. I still think it's more than likely her considering how close the numbers match.

I don't see any reason for it to be a spoiler but I'd rather not have someone yell at me then to force people to do a simple highlight.

In retrospect this is probably more accurate:

There are more being trained but they have yet to be specifically mentioned or seen by anyone ("...he had overheard Dr. Halsey mention that Chief Mendez was training another group of Spartans. He had never seen them..." FoR Ch.24)
