What? No they absolutely are not. WWE has wanted Adam Cole for two years and hasn't been able to get him because of the ROH contract. Hell, ROH even went so far as to extend his contract due to injury because they knew he wasn't going to re-sign (his contract was originally up in December, but they added four months to it).
And on top of that, Sinclair has been sending C&D orders to WWE for talking to ROH talent while they are under contract. That's why WWE doesn't touch ROH guys until well after their contracts expire. It's why O'Reilly has been stuck in limbo since January.

No, it's a one-year deal with a six month opt-out. Which I guess is technically the same, but with the tampering stuff, WWE probably wouldn't touch Scurll unless he opted out and sat on the sidelines for a bit (like Kyle did), which wouldn't make sense for him to do now with the Bullet Club stuff. I think they'll show more interest after it actually just expires.
