Although likely, I wouldn't consider that confirmation of a PC version outright. Having their development build running on PC's concurrently with their console kits, and targetting the PC platform can be two different things. Especially in a transition phase.

Actually that would be the other way around (PS3 as the base being the "optimal" solution). And what Carmack was specifically talking about was multi-threaded code being "easier" to optimize downward as opposed to upward (ie 8 cores/9 synchronous threads consolidated into fewer threads for fewer cores).
