I use ffmpeg. You should not want the best quality, since it may unnecessarily bloat the file size. You know those gifs in the Xbox OT ? Clicking on them links to the official mp4 versions. Anyway, the first, third and the fifth are at half of the resolution of their mp4s, to keep the filesize at around 5 MB. These are the commands I used.
ffmpeg is the ultimate video converter.

Download FFmpeg builds for Windows or macOS, available as LGPL or GPL.
Just try some basic conversions and eventually you will get the hang of it.
