Reading between the lines, it also means they're trying to avoid being flooded with the kind of *wink wink* "free speech" advocates that flooded Twitter when Musk eliminated trust and safety. Which is a very good move business wise. Attract them advertisers and assure the other decentralized networks that it's ok to federate with you.
If they actually manage to make good on this early vision, and take the necessary steps to meet the completely reasonable privacy demands of the EU, I may just say F it and make a Threads account once they separate it from Instagram.
