There should be zero reason for it being only 30fps. MGS4 had an unlocked framerate so technically already ran at 60fps but had double buffered vsync so it just locked to 30fps 99% of the time.

IMO it's highly likely this will just be ports of the games so no improvements. They might save that for a full remake after they remake MGS1/2.

There's plenty these collections include that aren't cannon. It's not called the canon collection.
