Are they actually slowing done or just not trying to accelerate anymore? I know speedskaters also 'seem' to slow down on the end, but the actually aren't slowing down.
They reached a certain speed and can maintain that speed for the last couple of meters without putting extra effort in it. Extra effort would be useless after a certain point (close to the finish)

Could it be the same with runners?
