No, he's just talking about everything being more interactive. His point of the "sets" is that he doesn't want you to see something in the game that you can't do anything with. In the majority of games alot of parts of a background are just there for looks, you can't do anything to them. He wants to make it where if you see something you'll be able to interact with it in some way. Just remember back to MGS2 where in certain rooms (storage room or the bar) that you could break lots of things. He wants to make all of MGS4 like those rooms.
