They're target isn't MS or XBL itself. It's the hackers and scammers who are on XBL they are targeting.

If your profile is private your followers are people you're allowing to view your tweets. So he probably blocked/deleted a ton. Nice attempt at a burn though.
It does seem a lot longer ago than that.
