I'm always wondering about the legality of these albums, since I'm like 90% sure Neil got the stems to those songs illegally, considering the fact that pretty much all of the songs he uses are songs that appeared on Guitar Hero and/or Rock Band and therefore had their stems ripped by hackers.

Well, he doesn't sell them and they're already widely distributed. It's one of those "yeah, it's illegal, but you can't stop the signal" things. You can probably make a parody/fair use claim if someone were to make a stink.

As far as sourcing samples, that's usually not an issue. The proper way is to clear/license a sample and that's usually that, but if you're skirting the entire process...
