No, it's just regional distribution rights. Both Atari and Banpresto have produced Dragon Ball games this gen.

I suspect Namco will just move into being the games unit, with Bandai's game divisions being gutted and Namco's name being used for wider appeal. Similar to the way Sega Sammy worked out.
this is all wrong. namco should've merged with sega, forming THE AWESOMEST GAME DEVELOPER EVER. then sammy and bandai could've merged, and made dragon ball pachinko machines or something.
