I'm looking for a decent $100 that can run HL2 and WoW better than my current card, which is a GeForce 4 MX. Any suggestions?

Have you thought about trolling the trade forum at like anandtech to see what you could pick up used?

Don't buy this card, 256MB 9600PRO's use cheap slow memory and are clocked at 400/200(400). It will really drag in HL2 and the like.

There isn't any good choice of card below 150$ in the market. For just above 150$ you can get a refurbished or oem 9800pro 128mb that should keep you VERY happy for a while:

the RV350/RV360 chips are a thing of the past, don't pay for a 4 pixel pipeline card, you will be wasting your money..

EDIT: The links I gave you are for 256-bit memory cards, don't buy gimped 128-bit 9800PRO cards! You'll be disappointed.

I assume you don't have pci-express, otherwise a plain Geforce 6600 would be great I'd assume it has better performace, but, only slightly. I only assume since I've never seen a 6600 mached against a 9600 be it pro or even XT. You can find them for about the same price as that 9600 Pro. Other than something like that the 9600 Pro posted above is your best bet.
