A lot of great options listed already -- I'm going to suggest some that haven't been mentioned or rarely mentioned thus far. My biggest rec (and sadly it's only been shared by one other person so far, which is indicative of their bizarre lack of success) is
The Rifles. These guys have been putting out amazing tunes for over a decade now and really have never caught on beyond being relatively niche even in the UK. They never tour America which fucking sucks, but I did get to see them tour in support of Paul Weller back in 2008.
The Last Shadow Puppets are a side project of Alex Turner's (Arctic Monkeys) and if you're a fan of theirs, it's a natural progression.
Another northern band that put out some really high quality stuff in the 90s and early 00s is
Embrace. They were lead by two brothers (the McNamaras) and were sort of originally pitched when their debut came out as the next oasis due to the similarities but they never really caught on internationally. Their debut album (The Good Will Out) and Out of Nothing are both really great. Out of Nothing has a song called Gravity that was penned by Coldplay.
The Boxer Rebellion are a London band with an American frontman who moved there to do FSU's study abroad program but ultimately dropped out and settled down there. They have been around for a long time now and had a few singles that have had some success in the US (they had a little period where they had a nice run on the iTunes charts.. I don't know if I've ever heard them on the radio) but have been very much an indie band for most of their 16 years. New album coming out soon with a lead single called What The Fuck? which is excellent. They've gone through a sort of variety of sounds with their debut being much heavier and fuzzier. One of my faves.

Friendly Fires who I adore. Pala is one of my all time favorite records -- they're much dancier than the previously mentioned bands. Been awhile since they put anything out sadly.
The Vaccines have never topped their debut (What Did You Expect from The Vaccines?) but what an absolute gem it is. One of my favorite debut albums from this decade.. it still holds up very, very well.
Little Man Tate were very much an aughts band but their debut (About What You Know) is still a blast to listen to. They are from Sheffield like the Arctic Monkeys but they flamed out relatively quickly. If you like the early Arctics stuff, you'll dig them.
Super Furry Animals had a very long career so that's a big catalog to try and delve into, but they usually have a few gems per album. They're a strange band though and their singer Gruff Rhys has quite a thick accent so I'd say they're hit or miss perhaps. Love Kraft is maybe their most accessible album -- perhaps give that a shot. They have an album that is in Welsh.
Pete Doherty's band that he formed after The Libertines broke up,
Babyshambles, is worth checking out. I think you could describe them as a little uneven, but at their heights they put out some amazing songs. My now wife introduced me to them by their single "Fuck Forever" which I took as a good sign.
The Joy Formidable are a Welsh rock band with one of the best debut albums (The Big Roar) I've ever heard. The stretch of songs from tracks 3 to 6 is of such outrageous quality that it's hard to describe. A must listen.
Jake Bugg is kind of an acquired taste because his voice can be a little bit grating apparently (my wife cannot stand him) but he's worth checking out. A young guy who has put out a number of albums in short order, his self-titled debut remains his most successful by far. A few major standout tracks on it.
When
The Horrors came out, I absolutely loathed them. Hated their look and their persona and it made it impossible for me to even try and listen to their music.. just eyerollingly bad to me. And then they pivoted and changed their sound on their second album and have become one of the best bands in England since. Very different than most everyone I've mentioned but totally amazing. Skying remains one of my favorite albums this decade.
Ash are still kicking around but I'll be honest and say I have not heard anything from them in the last decade at least.. but those first few albums were absolute magic. I think you could comfortably compare them to someone like Matthew Sweet. Just fun, power pop rock with a bit of a Britpop flair.
I could go on and on with more 90s recs, but I'll close out with a few more recent bands:
Circa Waves (hard driving fun punk rock),
Viola Beach (another fun and upbeat band that tragically passed away in an auto accident while on tour),
Temples (very much a pyschadelic 60s/70s throwback) and
Years & Years (dancey).
