sort of.

certain rooms have a locked camera, others let you rotate it with the right stick.

funny...I beat him around 20 minutes after posting that without ever getting hurt...

landed on him and was like "WTF? You can stand on it?" and the rest was easy
beat the next level and boss without needing any items and took a break because my FINGERS ARE FUCKING KILLING ME
