I don't think that's an issue. The mediocre software sales are a component of the low user base. The question is, if the hardware issue is remedied, will there be a barrier that prevents software from selling? Price has a direct effect on hardware sales, a secondary effect on software only. I also think the quality of the games has more of an effect on hardware...like a quality games leads to hardware sales leads to those quality games selling thing (2008 is going to be a good year on this front, and many are holding off until this year anyway). The one thing I think is alternative. The 360 offers a very imposing alternative right now for core gamers. So at the very best for Sony I think you're going to see cross platform games split. For example, when the original Xbox commanded like 15-17% of the market, it routinely put up respectable numbers on multiplatform games compared to the PS2. Consoles with smaller userbases can usually make up some of that difference because that userbase is generally core users and enthusiastic. The 360 still has more marketshare in America, and likely will much longer into this year then I thought. The PS3 though... we'll just say that damage has been had, and it was massive.
