Could some one that is much better at these sales numbers than I , How is it Borderlands 3 could rank 4 for all of 2019 but be number 18 for just this period?

It released in September.
September sales alone were enough to put it at TOP5 for the year.

The only time Gears 5 charted was at launch month.
