EDIT: on topic, I've heard the term only recently, and definitely used by white people as a defense card. If someone grows up without much exposure to such topics, i.e. they grow up in an all white area, they might cling to the idea once they are confronted with the idea of racism. It's important to be informative instead of condescending if you come across someone such as this, in my experience.
People who use the term "reverse racism" are usually the same morons that use the equally stupid term "race card." They think affirmative action is reverse racism and will ask things like "Why isn't Jesse Jackson or Al Sharpton talking about this?" when there is a crime and the victim is white.
It sounds like you dont understand the definition, not me. This all the more evident because you're not trying to correct me by saying what the 'real' definition is, but just repeating that I'm wrong.
