Bizzare should handle this like Papyrus did with their Nascar sims online. You provide different ratings attached to any incidents you have. Like you have ratings for..
Incident Per Lap (an average of how many incidents you have per lap, on average).
Total Incidents - a tally of all incidents you've been in.
You could also give a rating based on all the data. You could give out more points when you're in a wreck where you hit another car with the front of your car. Like... if you're front bumper hit's someon's car, and an incident occurs within the next 3 seconds, assign triple the blame point to you. Stuff like that.
Then, as gamers, we could attach room filters or requirements. Like, you have to be rated a 7 to join this room (on a scale of 1-10, 10 being a perfect driver) and also, you have to have driven at least 100 miles online to get in. This way, room hosts can filter out the bad drivers and shit like that. They could also add filters related to the feedback system.
It's all there, if a developer really want's to fix these problems, they just have to code it in.
