Yeah, I immediately thought of that after I'd posted. I'm sure the photos are a bit pointless, especially with women who don't even show their eyes, but having identification papers is far from pointless.

No, it's not racism. If anything it's a cultural or religious prejudice/bias.
This question was raised in (I think) a French court a while ago, and it has come up in NZ too. The idea of women being able to totally cover their faces in photographic parts of official documents is a modern problem, and discussing views about this is not racism, since no racial trait is under question. I think if the head may be totally covered the photo is redundant, and a fingerprint or retinal scan should replace it, depending on the biometrics measurable with the institutions concerned.
And then there is this very bendy dog:
