Plugged my PC to TV: Looking for an app that's navigated by controller and launches games across platforms

I think you'll like Playnite if you're coming from the console side. There are fullscreen mode themes making the UI look similar to PlayStation, Xbox, Switch console, and so on. It's extremely customizable.

Regarding Windows and a console-like setup. I think the fullscreen mode they'll do with the Xbox Ally X could improve things. Assuming it comes to regular PCs. From the sound of it you can dodge the Windows desktop completely.
Oh wow, that looks excellent! Thanks for posting what it looks like. That motivates me to set it up.

I'm also hoping the Xbox Ally X full screen mode eventually comes to desktop seamlessly.

And updating/downloading updates while in sleep mode. Not even the Steam Deck is able to do that. It's one of the best console features. My recent games always patched and ready to go.
Windows 8 introduced a connected Standby mode where your PC could perform maintenance tasks whilst in sleep mode. You can defiantly wake PC's from USB, my laptop used to do it when you moved the mouse (that was connected using a USB dongle) but I think EU power regulations might restrict how much power your PC can use in standby. I'm surprised Steam hasn't introduced support for that, although i guess with different vendors and implementations, it could get messy.

I just so regular windows/big picture and use Unified Remote on my phone or tablet. Pretty easy to set up and it works. It also helps with splash screens.

Steam Big Picture mode mate its basically a console like interface in built into steam.

You can also configure a desktop profile for your controller so you can use the sticks as a mouse or scroll in web pages, you can bind specific commands to your controller , then you can bring up a virtual keyboard and enter text where you need to with the controller.

Turns off and goes back to a regular controller when browsing steam in big picture mode and games.

I had Xbox button + options for alt tab super useful for checking guides or pausing music etc when playing games.

Holding the Xbox or ps button (whatever controller you have connected) basically acts as a function key v cool if in game you want to do something on desktop.

ADd all your non steam games to steam and things like web browsers etc that you need to use as well.

Or

You can download controller companion that does the same thing just not through steam.

Lastly you can also use an app called remote mouse that let's you use your phone as a virtual touch pad and you use your phone keyboard to type v cool.
This

Steam big picture mode works perfecty for most games AND has you van use steam input to remap controls for any game started througj steam (even non steam - i remap all keyb+mouse to controller)

you even get steam input in desktop mode so you can start whatever manually

The only thing that does not work is uwp/modern win apps like minecraft and gamepass. They are not exe files (facepalm)
