Devon's arms are way stronger, because he has trained them for decades. Armsize is not important. The amount of muscle fiber is, and Devon has a lot of them.

Arm wrestling is basically a very specific movement that you can be good at owing to your build, regardless of what your other athletic abilities are. I remember in high school I could beat just about anyone in my class, and I wasn't otherwise known for being very strong or sporty in any way. Everyone (including me) was surprised. And then there's the technique, like others mentioned, which is also a huge part of it.
