How popular is this? My PS4 keeps doing this and I'm wondering how widespread this is.
Do you have a capacitive "button"? Those are much more likely to do this. I have a white destiny ps4, and mine does it monthly. When it happens, i typically rub the buttons and change the orientation a few times from vertical to horizontal and back, and it typically stops. Newer ps4s have a physical button, and I hear it is not an issue on those.
Launch PS4 had this issue. Nothing fixed it.

Do you have a launch system with touch sensitive power and eject buttons?
I experienced the same problem many times and removed the rubber footing underneath those buttons at the front of the console. Never experienced it since.

I got this in my PS4 last year. Tried many of the solutions posted already in here, but they ended up being only temporary.
So I designed a little invention of my own. If the problem comes from static electricity building up in the area around the eject button, why not trying to isolate the button?
I simply covered my eject button using electrical insulating tape. And you know what?
It's been over a full year WITHOUT A SINGLE TRACE OF THE ISSUE.
Seriously, try it for yourselves. It did absolute wonders in my experience. And the best part is that you can still use the button afterwards, even with the tape on it, the button will still react to your finger.

No, it's fixable. It would happen without fail every few minutes on my launch PS4, then I tightened the screw and it never came back. This was January 2014 and not a peep since. EverNone of the solutions work. It's just that a lot of people have the problem and a lot of people try the "fixes", for some of them their PS4 stops having the issue right when they try a fix. But it always comes back. Its the same with each firmware update and all the people who claim the update killed their console. If a console randomly dies and by coincidence it was after an update then 100% confirmed, updates kill consoles.
I have tried everything to fix my PS4, nothing works. It used to beep constantly, was super annoying. Then after I tried some fixes it was good for a week, then worse, then good, then bad... When I moved to Japan it didn't beep for about 7 months, then randomly started again.
There is no fix other than sending it back to Sony. It will randomly get better same as it randomly started, but just because a random halt to the issue coincided to a fix doesn't mean it was fixed.

So does anyone know how much this costs to get fixed? Am I better off just buying a new PS4?
The screw thing used to work. Now it doesn't. Pulled the rubber foot out. Still does it.
I've had more problems with this piece of shit than I ever did with my 360.
