No. The only time activating a PS+ card has counted towards any of their deals was for the PS+ 12+3 promos.

99.99% sure it charges right away, not on release.

In the past you just had to use the money. Doesn't matter if it was already in your wallet or not. This was how it worked previously, so just double check when they/if they actually announce this promotion.

Come this Wednesday, March 12th and until March 18th, buy ANYTHING from the US PS Store that totals at $60 and you will be given $10 back after a week or two.
I do not believe this offer stacks so buying anything for $120 on one US PS account would NOT get you $20.

Until Sony officially gives more details about this, I do not think you'd qualify.
For as long as I can remember this kind of deal requires you to make purchases within the week leading up to the deadline.

I don't think they are really loans. I believe that money is held in escrow and they can't use it. I could be wrong though. So ms preorders don't because they don't even charge you for the preorder until it ships.
