As a PC only gamer is there anyway for me to buy this without pre-ordering the XB1 version?

No you gotta buy an Xbox One and activate it first on the console, then you can play it on PC by transferring it.

I mean you don't need to buy an Xbox One to get the PC version, get the XB1 digital you have the PC code anyway, same price on either store. And if you are patient there bound to be cheap codes in the B/S/T thread.

Remedy has a pretty good track record so I imagine QB will review well enough. Going to hold out to see if they self publish on steam though

It's a MS owned IP so it may not ever end up on Steam.

Well you're going to need a Xbox/windows account regardless, so you may as well pre-order through the Xbox Store on the website - so you get both versions of the game As for pre-loading the PC version, that's unfortunately not an option; the PC version will only be purchasable/downloadable on the release day.

At Build yesterday. MS announced unified store opening up things like pre loading. So it's coming, just not here yet.

Levels stay the same, but you encounter different characters, picks up different story collectibles and the live-action episodes change.
