Are they downloadable for free? And if you download them before you play through the regular single-player game, will they take the place of the regular game?

Yes they are free as long as you have a xbox live subscription. They do not take the place of the regular game, you have to start them from the xbox live mode (but you do not need live anymore if you use a savegame from one of the packs)
