You might get better recommendations by asking for "electronic music with smooth, jazzy elements." Most jazz musicians avoid the hell out of drum machines and samples. :)

Well, for starters, you might check out some jazz remix projects: Verve Remixed, Verve Remixed 2, which are remixes of classic Verve tracks by a variety of artists, and Shades Of Blue, which is a Madlib remix of various Blue Note classics. I prefer the Verve collections myself, but not all of the tracks are downtempo. The Madlib remix is FAR more laid back.

Some other albums you might enjoy:

Fat Jon The Ample Soul Physician, Lightweight Heavy -- brand-new album which is my secret weapon on recent mixtapes...sssshhhh.

Bebel Gilberto, Tanto Tiempo Remixes -- electronic remixes of her smooth Brazilian music.

Bobby Hughes Combination, Nhu Golden Era

Koop, Waltz For Koop

Cesaria Evora, Club Sodade

Federico Aubele, Granhotelbuenosaires

Jazzanova, In Between

Nicola Conte, Bossa Per Due

Thievery Corporation, The Mirror Conspiracy

St. Etienne -- Boy Is Crying (Hybrid Remix)

St. Etienne, St. Germain (IIRC) are some good examples. If you're looking for a little more funk, search out Action Figure Party (Flea from RHCP plays guitar on one of their songs).

Groove Armada maybe?
Yeah, some of their songs would work...but their style jumps around a lot. Something like "Superstylin'" wouldn't fit his description at all...even though it's a kickass song.

Except for Herbie Hancock.

And Miles Davis. This:

is loaded with drum loops (done by splicing tape, but the effect is identical). And we like to pretend that this doesn't exist:

but it's full of loops and samples as well.

EDIT: oh, and Dis Is Da Drum kicks the hell out of any other album listed in this thread.

is beloved, despite what anyone might say
Yeah, you're gonna definitely find more electronic music with jazz-like elements... though look for 'acid jazz', that's basically jazz with more electronic sounding drum-loops.

If you want something more housey, check out stuff on the Naked Music label - Blue 6, Miguel Migs... some real funky, smooth stuff. Some of the Hed Kandi albums are pretty good, too. I second the Saint Germain stuff. There's a lot of good funky/jazzy/soulful house.

You might also dig Jimi Tenor's first album called Innervisions. It has soul and techno influences, but also some very smooth jazzy songs. It even contains a spastic cover of "Caravan".

I know I am a little late to the party on this thread... but this new album just dropped recently and I have been away from GA for a few days.

As mentioned above, Medeski Martin & Wood are "fookin awesome" and Combustication is one of my favorite discs of all time (listened to the album about 6 times in one day when I first bought it).

Their new album "End of the World Party (Just in Case)" looks to be more goodness from MMW with some fresh air provide by this sets produce John King of The Dust Brothers. I listened to all of the samples on iTunes as soon as I heard about it and heard some of the album on the local acid jazz radio show last night. If this doesn't satiate you need, nothing will.
