More specifically is there an app to use and how do I "tune in" to a particular feed?

My ideal situation is to have a little window in the corner of my screen that scrolls news, much like a modded xbox. I would like it to be always on top so I don't need my browser to be open. Can this be done? Also how much bandwith does and RSS feed chew through? My ideal answer is "fuck all" so it won't get noticed at work.

You're bumping your own thread after 30 minutes? Damn, dude...is it THAT important?

I don't know about standalone RSS feed readers, but Firefox has a "LiveBookmark" capability which incorporates RSS feeds into your bookmark toolbar. Clicking on the link for a site drops down a list of the latest headlines.

First, what browser do you use? Some, like FireFox (via extensions), Opera (by default), and Safari (via a plug-in like Saft or with the upcoming Tiger OS upgrade), can do RSS. They work in different ways, so unless we know what browser you have it's going to be hard to say what you can and can't do. FireFox lists it under my Bookmark tab; Saft lists RSS feeds in a Sidebar; Opera does so via its panels which, I think, has the closest type of presentation you're looking for by default. I'm unsure how much bandwidth it uses, but it should be absolutely marginal.

I use avant, which is an overlay for IE basically :( reason being that it's my work machine and IE is the standard. switching browsers is kind of a pain.

I like to demosntrate how old school I am, and make the explanation as easy as humanly possible by saying "Remember the Pointcast Network? It's kinda like that, but a lot less of a pain in the ass."
