Well the guy claims to have access to the camera, so the safest way to confirm anything like this would be to put a note saying the following in the camera's view:

"Send me an email with such-and-such keyword/phrase and I'll send you the money".

If they're telling the truth they'll see the message and respond. Or ruin your life. Better to have confirmation though!
 
i teach a phishing class for in service training/academy and some of the advertisements can activate your camera and snap a picture. one person told me after class they took a pic of him actually masturbating and he paid the $ because he didn't want his wife to find out. block your webcams, it's not a paranoia thing.

Unless you saw the video, it's most likely a scam.

Having your email + password means nothing. You probably signed up on some website that used a shitty hashing algorithm (or didn't hash at all) and when they got hacked, your data fell into their hands.

You should probably refrain from using that same password in the future.
 
My roommate in military college caught me once. We locked eyes for a solid 5 seconds before he slowly backed out of the room. We never spoke of it, but he requested a room change the next semester.
