Next Generation (I've started to get annoyed with that monicker) starts with the 360. No doubt about it. You can talk technical aspects or pure opinions on what a next generation game actually is. This is it though, you've got a transition from one "old" hardware to a newer one.
Although I'm starting to get tired of blanketed "Next Generation" statements though. I've personally adopted (as of right now) the view of keeping that word contained for each console. So this would be Microsofts "Next Gen", the PS3's is Sony's and Revolution is Nintendos. Each one has a different outlook on what Next Gen should be.
Unless your just talking about the visuals, then I would say your very short sighted.

I agree with the topic starter...
I think the reason Dreamcast was disregarded, is because PS2 crushed it....
Xbox 360 will NOT be crushed that easily, Xbox survived last gen, and it will survive this gen.
The first console out of the gate with the least impact may get disregarded....
But the first console out of the gate with the MOST impact will be considered "next gen" so...yes. the theory is correct.

On one hand, it may look like Xbox 360 is categorized in "mere preview" but...that's going to be because PS3 is coming, and by the time developers recognize the PS3 inhards, and shit...Its going to make or break EITHER one.
Because on one hand.....Microsoft is building a video game empire, because of its increasing presence in the world, for its Xbox Live service. And XBL will be pushed harder and harder, and harder, until the name is out there.
On the PS3 front...The fanbase is there....but where's the online service? Nowhere, no arcade, no microtransactions, no innovation, just plain old PS2 online service.....which will come off as "lazy" for most.
Marketing: Sony doesn't need marketing right now, it has 200 million consoles sold worldwide....But Sony wants to push the PS3 presence more than its online gaming....And the other thing they want to push is.........
Cell. They didn't just throw millions into the whole thing, just for its poweress...I sense there's an innovation in there.
Now, for graphics.....Next gen will be hard to distinguish two consoles side by side, unless, sony goes TOO far with their graphical poweress...."lifelike graphics" I quote. They've been touting for years they would push next gen graphics further than they did with PS2, and I wouldn't be suprised if Sony brings back the age old promise:

if it werent for the ps2s head start it woulda been a whole different ball game against MS. there were many months where the xbox just owned the ps2 software wise and sales wise but with the ps2s already huge installed base and sony mindshare MS has no chance. hell they barely had a name.

Hopefully Sony can deliver on that Killzone footage shown at E3. More importantly, I hope Blade Storm looks like any given battle from Kingdom of Heaven / Lord of the Rings, with me in the middle of it all laying waste to enemy troops. :q
There won't be much of a difference between the nextgen platforms from a visual perspective.
The reason why last generation had more diverse visual presentations is because the graphics technology was very different between the platforms.
Now, why some would say nextgen titles look like, say an Xbox game is because they basically use the same GPU technology but it is more capable in producing effects and polygons.
Nivida and ATI more or less offering the same tech but are doing different proposals on how to approach it.
Groundbreaking 3D innovations seem to be about to reach its "end", what will be improved upon in the future are the amount of effects you can throw at the screen.
X360 and PS3 also have the same memory limitations and bandwidth limitations to greatly exceed one or the other.
Sony might potentially have an edge with the Cell but how great it will be is questionable at the moment and it will probably take some time before the true potential can be realized.
