There's charge guns with scopes in the full game.

Theres a version of it that has a scope in the full game.

Be sure to use sub weapons when picking it (along with special) and remember that you dont need to fully charge it to shoot.

You can change controls by pressing + in the weapon select screen to go twin sticks.

If you're in gyro mode yes. If you switched to analog mode in the weapon select menu then no.
