Whenever the series gets a franchise discount, 1404 goes on sale as well in other regions, but not in the US.

I believe so. The blocked regions when it comes to gifting and trading is from countries with very low monetary value (Russia, Indonesia, Brazil, etc.) I don't think UK is restricted like those.

Yes, there's nothing preventing it. Trading blocks only affects regions that get significant discount.
