Hello fellas. One quick question. I have a 19 inch Princeton Ultra 97 monitor, and a Radeon x800 PRO.

Problem is, no matter what resolution I'm in, it never actually fills up the whole screen. I can see black bars surrounding the monitor as I type this, and it's really very annoying.

My question is, how do I get rid of this "frame?" I've tried different resolutions with different refresh rates, but the black frame still remains.

Most likely, you have to adjust the picture itself on your monitor's controls. Stretch it out and make it fill up the screen.
