Tech Gaf: some help please

For some odd reason i can't get my 200 mbps download speed on my desktop ever since i changed my time warner cable modem. I had a tech guy come in yesterday because i thought something was wrong. Needless to say when he wired the connection into his laptop and we also tried it with my sisters laptop everything was fine. I noticed that my netgear router is nat2 and my twc modem is nat1 could that be the source of the problem? at the very least i'm getting my 23 upload with no problem. This issue is only present with my desktop any tips or advice?
 
So you had 200 Mbps before? Are you on Wifi?

This shouldn't be a NAT settings issue. Type 1 just means that it's directly connected to the Internet, which your modem should be, and Type 2 usually implies that there is a router between the Internet and your device, which your router should be.
 
Look at your network device settings in device manager. There is a setting to cap it at a certain speed. Sometimes it will set itself.

it's wired but everything i go to speedtest i only get 40mbps only happens on my desktop which is weird.

TLDR: You (and others) are getting megabits confused with megabytes.

Using this calculator, you are saying that you're getting 23mbps upload. Well, 23megabytes translates to 184 megabits. Theres your answer.

There's no real confusion here. We're all using lowercase b, and Speedtest.net also returns results in Mbps.
