tech help - laptop not recognizing usb devices

OS: Windows XP SP 1
System: Dell Inspiron 1150

I've tried changing the drivers, I've tried uninstalling the hardware from Device Manager, and short of the format I really don't want, I don't know what else to do. The USB ports work, the devices receive power, they just aren't recognized in Windows. Anyone?

Here's the really annoying part - I'll delete all the USB drivers, plug in my device, and bam, Windows will be all "hey! USB ports! let's install the drivers for those!" and then after that's done, it doesn't bother to take that extra "oh yea, an here's the device you wanted to use" step. The PSP and digital camera used to work :/

This SAME thing happens to me on my laptop and on my main computer running WinXP Pro. It's infuriating because I can't connect my PSP anymore since Windows doesn't pick it up.
