For realz? Of course it was intended. It's a joke/callback to one of the previous Batman threads where some dummies thought it was a mistake that never got picked up. These movies certainly have those, like every movie does, but Joker/champagne isn't one of them. It's an acting decision made by Ledger, likely improv-ed.

Look at the gif. He picks up the glass, intentionally throws his hand up to spill the contents out, then drinks from an empty glass. It's pure Joker kookiness, and intended.

Also, you're kind of damned from the start when you have a scene with lots of extras. There will ALWAYS be somebody fuck it up. Look at the aforementioned no more dead cops scene. Look at Gladiator where there are guys laughing during the opening battle, etc. And TDKR has large scale outdoor fights in the daytime with boatloads of extras. Anyone really wanting to find the mistakes/lulz will be able to.

They DROP- Batman FIRES his grapple, SNAGGING Rachel's ankle- activates one wing of this cape- They SPIN and SLOW- Batman envelopes Rachel- they SLAM into the hood of a passing taxi.
That's the explanation from the shooting script I have. You can KIND of hear his cape tightening up to turn into the glider to help slow the fall. That and they just use comic book logic to say his armor helped cushion the fall for both of them.I always thought the cape slowed them down enough for the car to break their fall.
