Yeah,
Scarecrow is speculation. The cop behind Gordon and Bane is Foley, he's the Deputy Commissioner. He's in the full first trailer (the dude who says "But isn't he a hero?" about Gordon). He's also in the MTV trailer seen firing an assault rifle.

This actually brings up something I've noticed: I know plenty of people that have seen The Dark Knight but not Batman Begins. I suppose it's not too shocking given the enormous difference in grosses, but I can only imagine what it's going to be like for some if there's a lot of callbacks to Begins.

My guess is it stands alone as a complete story. Much like avengers you don't need to have seen the Previous movies to enjoy it. But little touches for those who did

I feel like the scene in the daylight where all the cops are on his side might be an indication of that. I'm imagining some sort of trill Braveheart/Aragorn speech on the "You know who I am....but you know who HE [Bane] is" tip.

when Batman appears, the entire crowd of police officers cheer his arrival

In all likelyhood, Id be a background character. Most likely the cop saying "i didnt sign up for this" in TDK or a random thug from Batman Begins. Still a junior... for now. Maybe one day ill get a bigger role in the grand scheme of things.
