Really hard to believe, I know, and even I'm not really convinced we'll see much of difference. However I'm certain we'll see some difference, so read on below to find out why!
First of, there's a huge debate about if Global Illumination is currently in The Division. For those of you not in the know, GI is a solution to realistically light a virtual world. It's a key feature of the Snowdrop engine (which The Division uses) and is the main thing that made the E3 trailer look so realistic.

Basically, if full GI was in The Division,
I'm pretty sure they use full GI in their latest trailers too.
However the PC version we played in the beta, although it had good lighting, it certainly wasn't the most realistic. Basically, either Global Illumination wasn't in the build we played, or it was a very toned down version.
SO! Now we're all on the same page, I've found some interesting things online to suggest that the release PC version will look better than the beta.
First of all, this little bit of pre release info about the PC version:

Had this to say about the PC build he played at Ubisoft in January:
> I'm far more confident about the state of the PC version—although that confidence comes with the caveat that what I saw was in a controlled environment using Ubisoft's own machines. For Ubisoft Massive and co-PC developer Red Storm, a good PC release appears to be a matter of pride. "Massive and Red Storm have roots in PC development," says Magnus Jansen, creative director of The Division. "Some of us are PC gamers, so it’s just very natural for us to give love to the PC version."

Phil Savage also had this to say:
> The environments look great, and I can confirm that the beta doesn't contain all of The Division's graphics. The preview build had many more graphics, all of which should make it into the final release. It is a lavish and horrible place, which I find appealing.
So, what kind of graphics? Well the only other things missing from the PC beta build, besides GI, were more dramatic texture changes, such as snow fully melting when on fire and building windows using cube mapped reflections. So it could just be those effects fully unlocked, as again, we see them in the official PC screenshots and recent trailers from January.

The reason I went so HAM about Global Illumination is because Nikolay Stefanov, the Technical Lead at Ubisoft Massive, is giving a whole GDC lecture about it in March, a whole week after The Division releases. You can read about it

So yeah, Global Illumination is definitely supposed to be in the game. So again, we probably had it in the beta but it could be toned down for performance reasons, or wasn't fully enabled.
However, we are definitely going to get more polish it seems, although honestly I'm not expecting a big difference.
