Take third option in the title screen.

Simply prevent settlers from colonizing by directing mouse and pressing mouse button

If you wait too long, settlers become too entrenched and it is impossible to remove them.

you have to drown the soldiers. that's how you get rid of settlements.

ah, I get it, I was greatly confused at first cuz I thought the soldiers were on my side cuz the first time I played ai drowned two soldiers and was immediately followed by a game over, convincing me I had just killed myself.
